In a Document level allowance (BG-20) where the Document level allowance VAT category code (BT-95) is "Exempt from VAT", the Document level allowance VAT rate (BT-96) shall be 0 (zero).
What this error means
This is a VAT category rule for Exempt from VAT. When any line, allowance or charge uses this category, the standard requires a matching, internally consistent VAT breakdown (seller identifiers, category rates, taxable and tax amounts).
